第一節(jié)一般規(guī)定 Section 1 Basic Principles 第十四條 Article 14 經(jīng)營人從事危險品航空運輸，應(yīng)當(dāng)取得危險品航空運輸許可并根據(jù)許可內(nèi)容實施。 Operator, engaging in the transport of dangerous goods by air, shall obtain the Dangerous Goods Air Transport Permit and the implementation is carried out in accordance with the contents of the Permit. 第十五條 Article 15 民航地區(qū)管理局應(yīng)當(dāng)告知申請人有關(guān)危險品航空運輸?shù)恼吆鸵?guī)定，為申請人申請危險品航空運輸許可提供咨詢和申請書的標(biāo)準(zhǔn)格式。 CAAC Regional Administration shall notify the applicant of the policies and regulations concerning the transport of dangerous goods by air, provided the consultancy and the standard form of application letter to the applicant who applies for the Dangerous Goods Air Transport Permit. 第十六條 Article 16 遇災(zāi)害運送救援人員或者物資等重大、緊急和特殊情況，民航地區(qū)管理局應(yīng)當(dāng)按照民航局的相關(guān)要求辦理危險品航空運輸許可。 When encountering significant, urgent and special instances such as calamity etc, in the event of transporting the rescue personnel and materials, CAAC Regional Administration shall handle the application for the Dangerous Goods Air Transport Permit according to the relevant requirements of CAAC. 第十七條 Article 17 民航地區(qū)管理局作出的危險品航空運輸許可應(yīng)當(dāng)包含下列內(nèi)容： Dangerous Goods Air Transport Permit granted by CAAC Regional Administration shall contain the following contents: （一）說明經(jīng)營人應(yīng)按本規(guī)定和《技術(shù)細(xì)則》的要求，在批準(zhǔn)的經(jīng)營范圍內(nèi)實施運行； (1) Stating the operator shall conduct operation within the permitted business scope in accordance with the requirements of this Regulations and the Technical Instructions; （二）批準(zhǔn)運輸?shù)奈ｋU品類別； (2) Classification of dangerous goods permitted to be transport; （三）許可的有效期； (3) Term of validity of the Permit; （四）必要的限制條件。 (4) Conditions of necessary restrictions. 第二節(jié)國內(nèi)經(jīng)營人危險品航空運輸?shù)纳暾埡驮S可 |
