(3)Ensuring that its personnel have accepted the training of the relevant dangerous goods knowledge in accordance with the requirements of this Regulation and the Technical Instructions, and qualification is achieved; （四）與經(jīng)營(yíng)人簽訂包括危險(xiǎn)品航空運(yùn)輸在內(nèi)的地面服務(wù)代理協(xié)議； (4)Signing with the operator the ground handling agency agreement in which the transport of dangerous goods by air is included; （五）制定危險(xiǎn)品航空運(yùn)輸管理程序，其中應(yīng)當(dāng)包括地面應(yīng)急程序和措施； (5)Establishing the controlling procedures for the transport of dangerous goods by air in which the ground emergency responding procedures and measures shall be included; （六）擁有經(jīng)營(yíng)人提供或者認(rèn)可的危險(xiǎn)品航空運(yùn)輸手冊(cè)； (6)Holding the Dangerous Goods Air Transport Manual provided or authorized by the operator; （七）民航局規(guī)定的其他條件。 (7)Other conditions stipulated by CAAC. 第八十條 Article 80 地面服務(wù)代理人從事危險(xiǎn)品航空運(yùn)輸活動(dòng)的，除滿足本規(guī)定第七十九條規(guī)定外，還應(yīng)當(dāng)滿足以下要求： In addition to the provisions of Article 79 of this Regulation, the ground handling agent engaging in the activity of the transport of dangerous goods by air shall also meet the following requirements: （一）制定符合《技術(shù)細(xì)則》要求的危險(xiǎn)品保安措施； (1) Establishing dangerous goods security measures conforming to the requirements of the Technical Instructions; （二）危險(xiǎn)品的儲(chǔ)存管理符合《技術(shù)細(xì)則》中有關(guān)危險(xiǎn)品存儲(chǔ)、分離與隔離的要求。 (2)Storage control of dangerous goods meets the requirements of the storage, separation, segregation with regard to the dangerous goods as specified in the Technical Instructions; （三）確保其人員在履行相關(guān)職責(zé)時(shí)，充分了解危險(xiǎn)品運(yùn)輸手冊(cè)中與其職責(zé)相關(guān)的內(nèi)容，并確保危險(xiǎn)品的操作和運(yùn)輸按照其危險(xiǎn)品航空運(yùn)輸手冊(cè)中規(guī)定的程序和要求實(shí)施。 (3)Ensuring that when fulfilling the relevant duties, its personnel shall fully understand the contents in the Dangerous Goods Air Transport Manual which is connection with their responsibilities, and ensuring that the operation and transport of dangerous goods are executed in accordance with the procedures and requirements as provided for in the Dangerous Goods Air Transport Manual. |
