(1)Holding the Dangerous Goods Air Transport Permit or the equivalent document issued by the civil aviation competent authority of the State of the foreign operator; （二）若從外國(guó)始發(fā)，持有危險(xiǎn)品始發(fā)國(guó)民航主管部門(mén)頒發(fā)的危險(xiǎn)品航空運(yùn)輸許可或者等效文件； (2) Holding Dangerous Goods Air Transport Permit or equivalent document issued by the civil aviation competent authority of the State of Origin if the dangerous goods originated from foreign State; （三）執(zhí)行不定期飛行相關(guān)人員按危險(xiǎn)品培訓(xùn)大綱完成培訓(xùn)并合格； (3)Relevant personnel performing non-scheduled operation must complete the training in accordance with the dangerous goods training programmes and qualification is achieved; （四）按危險(xiǎn)品航空運(yùn)輸手冊(cè)建立了危險(xiǎn)品航空運(yùn)輸管理和操作程序、應(yīng)急方案； (4)Management, operating procedure and emergency plan for the transport of dangerous goods by air is established in accordance with the Dangerous Goods Air Transport Manual; （五）同中國(guó)境內(nèi)符合本規(guī)定要求并經(jīng)備案的地面服務(wù)代理人簽訂包括航空運(yùn)輸危險(xiǎn)品內(nèi)容的機(jī)場(chǎng)地面服務(wù)代理協(xié)議； (5)Airport ground handling agency agreement including the contents of the transport of dangerous goods by air must be signed with the ground handling agent within the boundary of China who conforms to the requirements of this Regulation and has been placed on file; （六）有能力按本規(guī)定、《技術(shù)細(xì)則》和危險(xiǎn)品航空運(yùn)輸手冊(cè)實(shí)施危險(xiǎn)品航空運(yùn)輸。 (6)Capable of conducting the transport of dangerous goods by air in accordance with this Regulation, the Technical Instructions and the Dangerous Goods Air Transport Manual. 第二十九條 Article 29 外國(guó)經(jīng)營(yíng)人申請(qǐng)?jiān)谕鈬?guó)地點(diǎn)和中國(guó)地點(diǎn)間的不定期飛行運(yùn)輸危險(xiǎn)品的，應(yīng)當(dāng)向民航地區(qū)管理局提交下列材料： Foreign operators, applying for the Dangerous Goods Air Transport Permit on non-scheduled operation between a point in the foreign country and a point in China, shall submit the following materials: （一）申請(qǐng)書(shū)； (1)Application letter; |
