（四）危險品航空運輸手冊； (4) Dangerous Goods Air Transport Manual; （五）危險品培訓大綱； (5) Dangerous goods training programmes; （六）符合本規(guī)定及《技術細則》培訓要求的說明； (6)Descriptions of conforming to the training requirements of this Regulation and Technical Instructions; （七）危險品應急響應方案； (7)Emergency response plan for dangerous goods; （八）符合性聲明； (8)Statement of compliance; （九）民航局要求的其他材料。 (9) Other materials required by CAAC. 第二十條 Article 20 國內(nèi)經(jīng)營人應當確保所提交材料的真實有效。 Domestic operator shall ensure that the materials submitted are authentic and effective.申請材料齊全、符合法定形式的，民航地區(qū)管理局應當受理國內(nèi)經(jīng)營人的申請。 If the application materials are complete and in conformity with the statutory forms, CAAC Regional Administration shall accept the application by the domestic operator.材料不齊全或者不符合法定形式的，民航地區(qū)管理局應當當場或者在五日內(nèi)一次性通知需要補充的全部材料，逾期不通知的，自收到申請材料之日起即為受理。 If the application materials are incomplete or not in conformity with statutory forms, CAAC Regional Administration shall inform the applicant on the spot or give the applicant one-time notice within 5 days to complement all materials required. The application is considered as accepted as of the day when the application materials are received if such notice is not given within the time limit. 第二十一條 Article 21 民航地區(qū)管理局對國內(nèi)經(jīng)營人的危險品航空運輸手冊、危險品培訓大綱和相關文件進行審查。 CAAC Regional Administration shall exam the Dangerous Goods Air Transport Manual and dangerous goods training programmes as well as the relevant documents submitted by the domestic operator.國內(nèi)經(jīng)營人按危險品航空運輸手冊建立相關管理和操作程序，按培訓大綱進行培訓。 Domestic operator shall establish the relevant management and operating procedures pursuant to Dangerous Goods Air Transport Manual and training shall be carried out on the basis of training programmes.民航地區(qū)管理局對相關程序和培訓質(zhì)量進行檢查，確保其符合本規(guī)定和《技術細則》的要求。 |
